Bridgewater State program administrator suspended in wake of rape allegations against student

BRIDGEWATER, Mass. (MyFoxBoston.com) -- Disturbing new information came out Thursday surrounding the Bridgewater State University student who was arrested and charged with rape while working as a teacher's assistant at the campus day care.
 
The program administrator Judith Ritacco was suspended Thursday after police learned that she may have waited about three weeks before going to university police. In the arrest warrant for 21-year-old Kyle Loughlin, police say Ritacco started hearing concerns about him, but at first wanted to handle it internally.

Loughlin is accused of raping two boys, ages 4 and 5, at the Bridgewater State University day care where he was working as a student teacher's assistant.

University police alerted Plymouth County District Attorney Timothy Cruz after they first got wind of the allegations this week. FOX25 asked Cruz if the director could also face charges.

"Obviously I think now looking at everything in hindsight there was a lot of information that something should have been done," Cruz said.

When asked, university officials would only say the crimes were immediately reported after campus police were notified. 

Loughlin also allegedly had a collection of boy's underwear under his bed, and documents say that he bought them on eBay.

According to the arrest warrant, Loughlin also told police they would find teenage training pants in his room, and that he wears them occasionally because he "misses the sensation" of urinating in a diaper. Loughlin also stated that there were baby diapers in his room and when he smells them it "makes him happy."

FOX25 has learned that Loughlin allegedly worked at the Pine Hill School in Sherborn during an observation program for his degree. A letter was reportedly sent to parents from the school's principal saying that the 21-year-old was there for 2 years and observed Pre-K through second grade classrooms.

The letter also said, in part, “Specifically, Kyle observed in March and December of 2014 in Mrs. Merriam's second grade classroom, and in both Ms. Jean and Ms. Milliner's Pre-K classrooms. This school year, Kyle observed in Ms. Sullivan's first grade classroom in January 2015 and spent one day in Ms. Connery's kindergarten classroom during the second week of March 2015.”

The letter went on to say that he did have a background check and was never alone with students.

Loughlin also previously worked at the MetroWest YMCA, who emailed families Thursday night letting them know that he held the position of summer camp counselor.

The letter, from President and CEO Rick MacPherson, read in-part: "Mr. Loughlin was not working for our YMCA at the time the alleged rape took place, and the alleged victim was not a Y member or program participant."

The letter went on to discourage employees from commenting to the media.

People who know Loughlin say they never saw this coming.

"He was excited about where he wanted his life to go. Never any trouble," said neighbor Joan Korslund. "The people who were going to see red flags would have been his teachers in King Philip and at Bridgewater I assume, so certainly nothing around here."

Also on Thursday, a university spokesperson confirmed that additional child abuse cases are being investigated as parents filed four separate 51A reports with police.

In a statement, the Bridgewater State University Children's Center said the "EEC has imposed an enrollment freeze" on the center and it will be closed on Friday.

The investigation remains ongoing.
