Who will gain if few voters turn out for governor's election primary?

BOSTON (MyFoxBoston.com) -- We are less than four weeks away from the primary election for the Massachusetts' governor's race and there really hasn't been that much buzz.

The experts say that could mean few voters on September 9, primary day.  

"So far the primary's generated little excitement or drama and little excitement or drama means a low turnout," said  Paul Watanabe, political science professor at UMass Boston. So who benefits from a low turnout primary?

Sure there will be debates and TV ads hitting the airwaves, but it's an uphill battle for those struggling to catch fire.

"Don Berwick I think has got a real difficult task ahead of him. I think Martha Coakley is looking at this, she wants to keep things quiet wants no excitement, no excitement keeping things quiet means that the predictable results emerge."

And the predictable results are? "It looks like it's going to be a Charlie Baker, Martha Coakley matchup," Watanabe said.

Primary voters really are the showcase for democrats on the democratic side and republicans on the republican side independents really stay home for the most part.

David Paleologos is the director of the Suffolk University political research center. He says moving forward second tier candidates must turn out their supporters and they have limited time to get their message out.

The second tier candidates, poll wise, have to bank on a low turnout and then get their votes out , that's another key piece. The frontrunners, they have more options. They can win in a high turnout. If it is a low turnout then they've got to make sure they get their voters out in a low turnout primary.

Things may very well change for the general election. Ballot questions, like repealing the gas tax indexing or repealing casinos will no doubt create some excitement.

Also other races, like the attorney general's race or the lieutenant governor's race could affect the turnout for the governor's race.
