MEMA Marathon bombing report finds lack of weapons discipline, praises Marathon medical system

(MyFoxBoston.com) -- A long-awaited report on the response to the Boston Marathon bombings was released on Friday morning.

The Massachusetts Emergency Management Agency reviewed the performance of state and local first responders following the terror attack.

The report noted a lack of coordination by officers during the manhunt for the Tsarnaev brothers in Watertown. According to MEMA, a significant number of officers that arrived in Watertown had self-deployed and there was no formal structure to manage the incoming aid, which caused command and safety issues.

A lack of weapons discipline was also reported, specifically during a shootout with the Tsarnaev brothers near Dexter and Laurel Streets.

The report said that responding officers practiced appropriate weapons discipline, but additional officers that arrived on scene towards the end of the shootout fired shots at the suspects without having properly identified and lined up their targets.

After the shooting with the suspects, a Massachusetts State Police black pickup truck was falsely reported as stolen, according to the report. When the vehicle was spotted near the scene of the shootout, officers shot at the vehicle before realizing that a Boston Police officer and Massachusetts State Police officer were inside. No one was hurt.

In the section highlighting key best practices, the report found that the strong relationships of key leaders ensured that commanders, agency heads and political leaders came together quickly after the bombings and during the manhunt in Watertown.

MEMA also praised the all-hazards medical system in place on Marathon Day for it's ability to quickly triage and transport victims from the scene.

The report commended Boston's well-planned and organized re-opening of Boylston Street after the bombings.

Mayor Walsh released a statement on Friday, saying that he is proud that the report highlighted the incredible response of hospitals and medical personal and the quick re-opening of Boylston Street.

"I know that over the past two years City departments have worked together diligently to take the lessons learned from the bombings and drastically improve our emergency response protocols so we are even better prepared for the future, and we can set the example for other cities." Mayor Walsh said.
