Federal grand jury investigates controversy surrounding Brockton ambulance contract

BROCKTON, Mass. (MyFoxBoston.com) -- FOX25 has uncovered a big development in the ongoing controversy surrounding the Brockton ambulance contract. On Tuesday, our Kerry Kavanaugh confirmed that there is a federal grand jury investigation into how that contract was awarded.

For weeks, we have been reporting on Mayor Bill Carpenter's controversial decision to award the city's lucrative ambulance contract to Brewster Ambulance ousting the previous provider of more than 30 years, AMR.

On Tuesday, FOX25 learned that the US Attorney's Office is also examining that decision through a federal grand jury investigation.

Fire Chief Michael Williams was one of three city officials to serve on the committee that examined the bids submitted by interested ambulance companies. By phone, Williams confirmed the US attorney subpoenaed him to to testify before a federal grand jury.

He said he testified June 5, but he could not elaborate on the nature of what he was asked, nor what he said. He said he opened up the ambulance contract for bids for the sake of transparency. But he says decision of the contract was ultimately his to make.

Current AMR employees asked FOX25 to follow the money. They pointed us to campaign contributions made by Brewster Ambulance employees and family members they believed played a role in that decision.

Mayor Carpenter adamantly denies that accusation.

We have reached out to the Mayor's office and the city's legal department about this grand jury investigation, but we have not received a response.
