Heartbreaking: Dogs cry as owner leaves them outside in blizzard

BROOKLYN, New York —
A shocking video of two dogs whimpering and howling after they were left outside by their owner during the massive weekend blizzard in Brooklyn, New York has gone viral.
Neighbor Evelyn Tully Costa recorded the video of the two short-haired pitbulls crying out from inside what appears to be a shed with the entrance surrounded by snow. One of the dogs can be seen sticking its head outside the door.
"2 short-haired pitbulls have been left outside all night crying and whimpering. Authorities have been called numerous times. No one cares! What will it take to help them.? They are old dogs!!"
Costa says that the female owner is "unapproachable" and has tortured her dogs for years, leaving them outside for hours in sweltering heat and the coldest of temperatures. She finally got fed up after hearing the dogs crying during the massive snowstorm that has dumped inches on New York.
"It was like listening to fingernails going down a chalkboard,” she said about the dog's cries. Costa decided to record what was going on and posted the video to her Facebook page.
Costa tells the New York Daily News that she called the police on Saturday and they told the woman to bring her dogs inside. When they came back to check on them on Sunday, the dogs were back out in the cold.
“It’s abusive to the neighbors, it’s neglectful of the pets and it’s been going on for 13 years."
The ASPCA says they are now investigating and will "assess the situation."
